The Bishop of Bolton is among a delegation who will meet government ministers ahead of a rally by the right-wing English Defence League on Saturday.
The Rt Rev Chris Edmondson will travel to London with senior councillors and faith leaders to discuss concerns with Alan Campbell, parliamentary under-secretary of state for crime reduction. The council hopes a legal plea to the government to ban the rally will be successful. Any protest or march is likely to take place outside the town hall on Victoria Square, which is bordered by shops.
The council and the police do not have the power to ban a static demonstration.
